作者簡介

S. Hayden Lesbirel is Associate Professor and Coordinator of political science in the School of Arts and Social Sciences at James Cook University. He specializes in the political economy of policy formulation and implementation and has a particular interest in energy and environmental affairs and policy in Japan and in the Asia-Pacific.

Kin-che Lam is Professor in the Department of Geography and Resource Management and Director of the Institute of Environment, Energy and Sustainability at The Chinese University of Hong Kong. He specializes in environmental impact assessment and environmental policy.

諾獎得主席勒：我一直看空股市 修正尚未結束

美股上週五暴跌530點讓全球股市投資人哀鴻遍野，雖然多數法人認為，在全球步向衰退之際，美股仍然最值得投資。但諾貝爾經濟學獎得主席勒表示，跌勢還沒結束。

曾經在今年初警告投資人要準備過「苦日子」的席勒，在上週五美股出現崩盤是重挫後接受CNBC節目訪問時說：「未來可能會有更大、更多的跌幅出現。我基本上會一直看空，因為市場價值被高估了。」

他說：「當平常未關注市場的人進場後，恐慌情緒會像流行病一樣擴散。」

人民幣上周突然貶值加劇了投資者對中國經濟疲軟將削弱能源和原材料需求的憂慮。顯然有愈來愈多的投資者擔心，中國和其他發展中國家的問題將影響到美國和歐洲，拖累美國和歐洲經濟增速放緩，看空前景的心理蔓延，反應自亞洲市場、歐洲股市，最終使美股在上周出現近千點的跌勢，市場認為，如果跌勢短期難以遏止，美國聯邦儲備委員會計畫在今年晚些時候進行2006年以來首次加息的計劃面臨難以抉擇的困境。

全球市場上周殺聲震天，美股道瓊指數狂瀉530點，新興市場國家貨幣也大幅貶值，國際油價更跌至40美元，投資專家伊爾艾朗（Mohamed El-Erian）說，目前情況不同於先前市場曾經發生過的股市暴跌情況；例如2008年金融危機席捲全球，以及2013年的「減碼量化寬鬆（QE）恐慌」（taper tantrum），還有歐元區疑慮引發的連串危機與動盪。

他指出，這次全球市場崩跌非關已開發國家，主要反映投資人擔心新興市場成長放慢，特別是中國，而巴西、俄羅斯和土耳其的成長數據也很不妙，加上歐洲與日本經濟積弱不振。

其次，專家分析，中國強烈干預匯市與股市的作為，另投資者對該國市場產生重大疑慮，更懷疑中國經濟是否潛藏尚未呈現的風險。

因此當市場有「恐慌指數」之稱的VIX指數飆高時，被高估的股票，特別是科技股，往往出現更嚴重的賣壓，也損及低接意願，投資人寧先作壁上觀。例如最受投資人看好的蘋果公司股價上周重跌達8.5%，距其最高點的股價134.5元已修正逾20%，就是最顯著的例子。
